Director of Social Law Institute

LOU Yu. Born in 1980. Doctor of law, postdoctoral in economics. He is currently a professor of Civil, Commercial and Economic Law School of China University of Political Science and Law, and the director of the Social Law Institute. The main research areas include labor law, employment law, social security laws and policies, insurance law, etc.

He is also a council member of the Chinese Society of Social Law, a council member of the Chinese Society of Social Security, and a special researcher of the Human Rights Research Institute of China University of Political Science and Law, (a national high-end think tank cultivation unit).

He successively obtained a Bachelor of Arts, Master of Laws and Doctor of Laws from Beijing Foreign Studies University, China University of Political Science and Law, Frankfurt University, Germany, and engaged in post-doctoral research in economics at the World Social Security Research Center of the Chinese Academy of Social Sciences. He used to be the executive director of the Insurance Law and Social Security Law Research Center of the School of Insurance and Economics, University of International Business and Economics, and the deputy director of the Employee Welfare and Social Security Department.

He published the monograph Die soziale Krankenversicherung der VR China, Im Vergleich zu der deutschen gesetzlichen Krankenversicherung ("Comparative Research on the Social Medical Insurance System between China and Germany") in Germany, and published the monograph 社会保障法请求权体系之架构 ("The Framework of the Claim System of Social Security Law) in China. He has published more than 30 papers in journals such as 法学研究 ("Law Research"), 法学 ("Jurisprudence"), 清华法学 ("Tsinghua Law Review"), 法律科学 ("Law Science"), 比较法研究 ("Comparative Law Research"), 高等教育研究 ("Higher Education Research"), 华东政法大学学报 ("Journal of East China University of Political Science and Law"), 行政法学研究 ("Administrative Law Research") and other journals. Participated in the compilation of 社会法总论 ("General Social Law"), 社会法学前沿问题研究 (The Frontier Research of Social Law), 中国医疗保险发展宏观研究报告 ("Macro Research Report on China's Medical Insurance Development"), 强制私营健康保险：双目标逻辑 (“Compulsory Private Health Insurance: Dual Objective Logic") and other books. He has published more than 20 current commentary articles in newspapers such as 中国社会保障 ("China Social Security"), 中国社会保险 ("China Medical Insurance"), and 中国劳动保障报 ("China Labor and Social Security News").

He has presided over and completed the National Social Science Fund Project (one key project and one youth project), the Humanities and Social Science Research Project of the Ministry of Education, the National Rule of Law and Legal Theory Research Project of the Ministry of Justice（one normal project and one youth project）, and the Ministerial Law Research Project of the Chinese Law Society. He has also presided and completed some projects entrusted by enterprises and institutions such as China Insurance Society, National Medical Security Research Institute, Beijing Law Society etc.

He was selected as one of the "Hundred Talents of Law" by the Beijing Law Society, the "Outstanding Young and Middle-aged Teacher Training Support Program" of China University of Political Science and Law (Qian Duansheng Young Scholar), and the support program of the academic innovation team for young teachers of China University of Political Science and Law.

He has won the second prize of the National Educational Science Research Outstanding Achievement Award and other provincial and ministerial awards. Many counseling reports have been adopted by the Standing Committee of the National People's Congress, the Social Construction Committee of the National People's Congress, and the National Medical Security Administration, and have been approved by the Central Government.
